Filtering applies to Spreadsheet Export

Changes:

• excel export now exports publications according to filter options e.g. if filtered by AG Schwappach, only publications by AG Schwappach will be exported
• in the filter dropdown menu it will be dynamically shown which filter options will lead to results and which not
• fixed the problem where the user had to chose a working group before importing a new publication
