Annotation REST path within textapi path

Currently the REST resources can be found under a path that contains /textapi/. Like the contentURL a annotationCollection can be found somewhere via a valid URL. It may misleads developers, since annotations are not part of the actual TextAPI but rather referenced there. The module name is not prefixed with tapi- what reflects this.
