Prepare TDD implementation for FHIR API

Prepare and create necessary steps to allow test-driven development for the FHIR API. For this to happen, #21 (closed) should be done in order to allow integration testing in their newman environment. Moreover, FHIR Test Resources for Patients, Encounters and Bundles are needed to allow proper testing.
