Feature proposal: Let reviewers manage roles of other users.

User roles should be accesible through the normal web frontend and not just on the admin panel. Maybe just on the tutors page. Maybe on a separate instance-wide page after !244. Maybe we should have a third role ("course owner" or something) and only they can change roles.
