Add default group to every user that has no group

Currently, when running the functional tests, every user is assigned a "Default Group". This is currently not the case when simply importing data the normal way. In order to have consistency between tests and how data is created in production, we should assign a "Default Group" to every user that has not been assigned to a group after importing data.
